Why does the gap to the US change twice a year?
The United States switches on the second Sunday in March, the European Union on the last Sunday in March. Between those dates the gap is an hour smaller than usual.
Does India really sit on a half-hour offset?
Yes. India, Iran, part of Australia and Nepal (45 minutes) all use offsets that are not whole hours.
